The 23-page performance audit focused primarily on DOT's warehouse operations and insurance purchases rather than on any of its financial statements, said Deputy Auditor General Sam McCall. Henderson said in a written response to the audit that some of the criticisms have been met with corrective action, while others will be corrected. DOT's handling of bids drew criticism from the auditors, who said the agency didn't keep them under lock and key.

The auditors said all bids should be opened in public. Auditors criticized DOT for using what they termed blanket purchase orders, citing one arrangement with an unnamed vendor who received $400,000 for engine rebuilding. Insurance coverage on DOT offices was outdated, the auditors said.
