after the audit was completed, Gov. Bob Martinez named Kaye N. Henderson as his successor. Henderson said in a written response to the audit that some of the criticisms have been met with corrective action, while others will be corrected. DOT's handling of bids drew criticism from the auditors, who said the agency didn't keep them under lock and key.
The auditors said all bids should be opened in public. Even though the auditors found errors in the way DOT transcribed some of the bids, they found the agency had not awarded jobs to contractors with high bids. Chapel of F.T. Auditors said DOT's 40 supply warehouses around the state housed $2.2 million worth of materials that had not been used by the department since the 1983-1984 fiscal year, including lumber and high pressure sodium lamps.

The auditors also found "serious security problems" at the DOT's Orlando facility, noting that most employees had "unrestricted access" to the warehouse. An inventory of four warehouses, including one in Tampa, found 103 discrepancies between actual inventory and DOT computer records.
Regarding the outdated supplies, Henderson said a consultant recently was hired to help the department sell old and unused items. He said new computer hardware will help DOT track inventories to curb shortages. DOT officials meanwhile are improving warehouse security by not allowing as many employees to have keys, particularly at Orlando, he said. Auditors criticized DOT for using what they termed blanket purchase orders, citing one arrangement with an unnamed vendor who received $400,000 for engine rebuilding. Insurance coverage on DOT offices was outdated, the auditors said.
For example, the property value of the Eau Gallie office was $14,908. But DOT officials insured it for $36,545. Kaye Henderson said some problems have been fixed and other changes are planned.
