Duties

DUTY 1: Provides technical and analytical work pertaining to the planning, development, testing, integration, installation, operations, and maintenance of NIPR, SIPR, and JWICS networks, computer systems, and their integration with multi-level security SAP systems within the Special Access Program Compartmented Area (SAPCA).

DUTY 2: Coordinates/directs others involved in related software/system development and performs systems analysis/web application design functions by conducting independent research and analysis on multi-level IW systems.

DUTY 3: Interfaces with organizational customers to coordinate efforts and ensure requirements meet the desired objectives.

DUTY 4: Serves as Senior Information Technology advisor to the organization's senior leadership.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW.

SPEACIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Mastery of and skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Mastery knowledge of IT systems analysis and Internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects, and to design, test, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure. Extensive knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols, client/server technology, open systems architecture, distributed computing, web publishing, web-enabled applications and information retrieval techniques including access and security safeguards. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Broad knowledge of IT systems analysis and Internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects, and to design, test, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure.
  2. Extensive knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols, client/server technology, open systems architecture, distributed computing, web publishing, web-enabled applications and information retrieval techniques including access and security safeguards.
  3. Knowledge of IT management information systems and applications software technology: ability to isolate causes of problems between hardware, system, and applications software programs and measure system performance and/or extend operating system capabilities to support organizational business processes and operations, oversee IT requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed, and maintain an up-to-date awareness of technological advances, and advise management on meeting future requirements.
  4. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analysis of complex information attained from multiple, diverse sources across IW; skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. Conducts unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments in support of consumers, customers, and clients.
  5. Skill in applying methods and practices for troubleshooting, recovering, adjusting, modifying and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology, experience applying analytical and evaluative techniques to identify/investigate/resolve issues/problems associated with contract support as well as modifying standard practices and techniques
  6. Skill in communicating effectively with others, both orally and in writing; in working out solutions to problems or questions related to the work; writing clear and concise intelligence products; and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
  7. Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or justify a position effectively.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CONDITIONS OF EMPLOYMENT CONT.

  • Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, must achieve IA certification within six (6) months of assignment of these duties. The incumbent is required to attain the minimum of a DoD 8140/8570 IAT Level II certification (e.g. CompTIA Security+) and maintain certification currency for the duration of employment in this position. A six (6) month waiver may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • Department of Defense Physical Security Certification (PSC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field Representative. This certification requirement only applies to employees assigned on or before 13 Mar 2016 are not required to obtain the DoD certification(s) listed above.
